The EU has responded to the national security law in Hong Kong, including by restricting exports of technology to this special administrative region of China, which could be used for harassment or mass surveillance.

This document reaffirms the EU’s support for Hong Kong’s high degree of autonomy in accordance with the principle of “one country, two systems” and solidarity with the people of Hong Kong, as well as a set of coordinated responses in various areas.

Among these measures is the further study and restriction of exports of equipment and technology for Hong Kong’s intended use, in particular those that are credibly suspected of undesirable exploitation linked to “internal repression, interception of internal information and virtual surveillance”.
